Local media, Syracuse residents, and even Syracuse University faculty and staff continually confuse two agreements made by Syracuse University and the City of Syracuse more than a decade ago.
The confusion may stem from the fact that in 1991 and 1992, the University "leased" the streets on a trial basis for annual payments of $250,000. This lease ended in 1993 when the University bought the streets for $2 million. That same year, under the entirely separate Service Agreement, the University began paying a yearly fee of $250,000 to compensate the city for the impact of students on near-University neighborhoods.
Both the Service Agreement and the Street Closing Agreement were signed in 1993, and involve payments to the city from Syracuse University, and they even sound similar-the Street Closing Agreement and the Service Agreement. While reasons for confusion are clear, these agreements are, in fact, separate.
