State of the State Address
On January 9, 2013, Governor Cuomo addressed a joint meeting of the State Legislature, kicking off the first term of the new two-year legislative session.
The theme of this year's address was "New York Rising". As expected, it dwelt extensively on both combatting gun violence-he proposed the toughest assault weapon ban in the country-and recovering from Hurricane Sandy, as well as measures to strengthen infrastructure to prevent similar destruction from future storms.
Among his many proposals, Governor Cuomo outlined the following which may be of interest to the University community. The Office of Government and Community Relations will monitor how these initiatives will be rolled out in the legislative session.

- Creation of Community Schools statewide that integrate social, legal, and educational services. The official document put out by the Governor's office cited the work of Say Yes and other groups.
- CORe Neighborhoods Initiative: Poverty is concentrated in a small number of areas. The Community, Opportunity, Reinvestment (CORe) initiative will better align state support with local needs, while supporting successful community-based efforts. Resources will thus be better allocated to make measurable and sustained progress in improving high-need communities.
- The Financial Restructuring Assistance Program to help local governments restructure their finances. The program will be run by a joint Task Force made up of the Comptroller, Attorney General, Division of Budget, and private-sector restructuring consultants.
- New York State Cyber Security Initiative: This initiative will include the creation of a new, first-in-the-nation facility that brings together monitoring of both the cyber and physical aspects of critical infrastructure in New York State.
